Procedures for Re-Issuance of Temporary Residence Cards for Foreigners Due to Loss, Damage, or Deterioration During Use

1. Is a confirmation of loss or damage required when a Temporary Residence Card is lost or damaged?

Foreigners who lose or accidentally damage their Temporary Residence Card are not required to report or obtain official confirmation of such loss or damage. They only need to proceed with the application for re-issuance of the Temporary Residence Card.

2. Important notes when re-issuing a Temporary Residence Card due to loss or damage

  • The passport must remain valid for at least 13 months.
  • For foreign workers, the Work Permit or Work Permit Exemption Certificate must remain valid for at least 12 months.
    (If the validity period is less than 12 months, the applicant must apply for a visa instead of a residence card.)
  • For investors, the new Temporary Residence Card may be issued with a validity equal to or longer than the previous card, but not exceeding 5 years as stipulated by law.
  • For dependents (spouses, children, or persons with a Vietnamese parent), the card may also be issued with a validity period equal to or longer than the previous card, but not exceeding 5 years.
  • The applicant who lost or damaged the card must submit a written explanation describing the circumstances of the loss or damage, enclosed with the application dossier detailed below.

3. Dossier for Re-Issuance of a Temporary Residence Card Due to Loss or Damage

A. For foreigners sponsored by a company or organization

  • Application forms for a Temporary Residence Card – Forms NA6 and NA8 (01 original of each).
  • The original passport and the damaged Temporary Residence Card (if applicable).
  • A written explanation regarding the loss or damage of the card.
  • Two (2) photos sized 2x3 cm (one affixed to Form NA8, one attached separately).
  • One temporary residence confirmation (either the online version or one issued by the local police).
  • A letter of introduction from the sponsoring company/organization authorizing staff to submit the application.

Additional documents required depending on the applicant’s category:

  • For foreign workers (LĐ1, LĐ2): one certified copy of the Work Permit or Work Permit Exemption Certificate.
  • For foreign investors (ĐT1, ĐT2, ĐT3):
    • One certified copy of the Business Registration Certificate or Investment License, and
    • One certified copy of documents proving the capital contribution in the Vietnamese enterprise.
  • For family dependents of foreign workers: notarized Vietnamese translations of documents proving the relationship, such as Birth Certificates, Marriage Certificates, Family Relationship Certificates, or Household Registration Books.

B. For foreigners sponsored by a Vietnamese citizen (family visit category)

  • Application forms for a Temporary Residence Card – Forms NA7 and NA8 (01 original of each).
  • The original passport, visa, or previously damaged Temporary Residence Card.
  • A written explanation regarding the loss or damage of the card.
  • Two (2) photos sized 2x3 cm (one affixed to Form NA8, one attached separately).
  • One certified copy or notarized translation of documents proving family relationship (Birth Certificate, Marriage Certificate, Family Relationship Certificate, Household Registration Book, etc.), depending on the nature of the relationship.

4. Submission Procedures and Result Collection

A. Submission of application

  • The dossier shall be submitted at the Immigration Division of the provincial or municipal Police Department where the sponsoring company is headquartered or where the Vietnamese sponsor resides (permanent or temporary).
  • Alternatively, applications may be filed at the Immigration Department in Hanoi or Ho Chi Minh City.
  • Application fees must be paid upon submission, either in Vietnamese Dong (VND) or US Dollars (USD).
    Other foreign currencies, bank transfers, or online payments are not accepted.

B. Result collection

  • The re-issued Temporary Residence Card is normally available within 05 working days from the date of receipt of a valid application, as provided by law.
